Martha Garber, M.Ed., LPC-S, LMFT, is the Director of Applied Research and Development and directs UNTWISE, a continuing education program for rehabilitation practitioners. She collaborated with DARS to develop the credential program for Texas employment services providers in 2010 which has credentialed over 2000 providers. Her vocational rehabilitation experience began as a rehabilitation teacher/vocational evaluator serving youth with disabilities. After receiving her master’s degree, she came to Texas to begin her counseling career where she served youth who were blind or visually impaired pursuing a college degree. Her passion for employment as a means to independence emerged early in her career as she was recognized for the highest number of competitive employment outcomes for people with significant disabilities. She served seventeen years in the US Department of Education, where she continued to bring significant disability and employment policy expertise to the public program. Martha's experience includes private sector counseling and mediation. She is active in professional organizations and advocacy groups. Martha was appointed by the governor to the Rehabilitation Council of Texas in 2012, and serves as its chair.
